History of the Company
Epcas was formed in February 2008 with a partnership between Michael Willey and Graham Provins.
Over the last 25 years, Mike has been involved in the design & execution of numerous commercial and community projects around the UK, and has wide experience in surveying & assessing buildings of varied type, size & complexity. He is a registered Chartered Engineer. Epcas has been set up as a Ltd company to offer the very best advice in Energy Performance of Commercial buildings. We employ a thorough but cost effective approach to our work and aim to provide accurate
certification with meaningful recommendations.
Why we make a difference
We are aware of the difference energy efficiency makes to a non domestic & commercial building. We understand the causes of energy inefficiency and the solutions that can affordably and sensibly be applied. We ensure that our calculations are based upon reliable data. Our building materials knowledge ensures accurate computer models. Certificates are produced efficiently and to the highest standards our recommendations are always considered.
Our Approach
Why is a commercial EPC more expensive than a Domestic one?
A Commercial EPC requires the creation of a unique 3D-computer model of the building, encompassing exact details of structure, heating, lighting & ventilation/ Air conditioning for each sub-division of the total space. The complexity of this process and additional survey time required means that it cannot be completed in the same timescale as a Domestic EPC.
How should it be done?
We are often asked about the costs of producing a commercial EPC. Why don’t you just charge a per sq meter charge? The Answer is simple, large buildings do not necessarily equate to more complex surveys and models. It’s often the complexity of a building that requires the time to survey and gather meaningful data.
Prior to our quotation we provide comprehensive free consultation to determine your requirements to insure meaningful results we apply a considered approach to our surveys and our calculations. Through the use of the latest computer programs we are able to provide a thorough but cost effective service. Our quotations always include the registration fees, normally £50. On completion we provide both Hard Copies and Electronic versions of your Certificate and a tailored Recommendations Report.

England and Wales
M.H. Willey is a registered Chartered Engineer as accredited for the issue of EPCs & DECs for Non-Domestic buildings in England & Wales. Registration numbers: BREC400016 and BAUD0142.
We can offer the following services:
- Compliance Certificates (Part L) for submission with Building Regulations applications, based on Architect's drawings supplied by the client.
- EPC's (Energy Performance Certificates) for New & Existing non-domestic buildings Levels 3 and 4.
- DEC's (Display Energy Certificates) for Public Buildings above 1000 sq m.
- BREEAM-In-Use Auditor Verification and Certification.
Scotland
M.H. Willey is a registered Chartered Engineer as an Approved Certifier of Design (ACD) for issue of Section 6-Energy Certificates of Design & Non-Domestic Energy Performance Certificates. Registration number: BRE2-DB-00016.
Preparation & issue of EPC's for Existing Non-domestic buildings. Registration number BRE-ND-00020.
